Current Projects


 

700 MHz  700 MHz

The 700 MHz communication system is funded by the Public Safety Interoperable Communications (PSIC) Federal Grant. Statewide Interoperability Executive committee (SIEC) is comprised of state and local government representatives appointed by the Governor under Executive Order 102. The SIEC sponsored the grant submission and provided direction on the allocation of the grant funds. Based on the PSIC grant funds allocated to the State of Delaware and the scheduled completion date, Tyco Electronics, now Harris, was awarded the contract. The State of Delaware has allocated resources to support this project. Delaware's Division of Communications (DivComm) and the Department of Technology & Information (DTI) are partnering to implement this project with the existing 800MHz system. DivComm is providing technical support and DTI is providing project management for the effort. The project is scheduled for completion in August 2010. Stay tuned for more details as this effort progresses.

800MHz Next Generation  800MHz Next Generation

The list of buildings requiring further in-building coverage not supplied by the tower sites has been prioritized. The top ten buildings are in the process of being awarded to the successful system vendor. We are also in the process of deploying Vehicular Repeater Systems in Kent County and are initiating negotiations with Valero for two VRS frequencies for use in New Castle County. The fourth and final Rebanding Planning change order has been submitted to Nextel and negotiations have started with our VRS deployment being the key incentive for moving forward. Microwave System replacement is underway and site work is scheduled for completion in mid-January.

Consolidation of Application Portfolio  Consolidation of Application Portfolio

This is an Enterprise effort to consolidate and leverage applications/systems statewide. The first initiative is an Enterprise Imaging Request for Proposal (RFP). Organizational meetings and surveys were gathered to present and issue the RFP. The next effort will be an Enterprise CRM (Customer Relation Management) RFP.

Continuity of Operations Planning (COOP)  Continuity of Operations Planning (COOP)

COOP is a statewide, multi-year, multi-phase program, both federally and state mandated. The program encompasses all state organizations, schools, and higher education in a phased approach. The average organization is expected to take about a year to complete their project and DTI anticipates five to seven years for statewide project completion. Currently, 29 organizations are partnering with DTI to complete the program. Education Sessions continue to be provided to the State, K12, and Higher Education communities. Courts Organized to Serve (COTS)  Courts Organized to Serve (COTS)

This is an initiative of the Delaware Judiciary aimed at acquiring a new, integrated automated case management system for use by the Courts and several partner agencies. This is a multi-year project that will be implemented in 8 phases. COTS Phase 4 includes civil case processing for Kent and New Castle counties. All statewide JP courts and those in Sussex County were completed in Phases 1- 3. Phase 4 will be implemented in two parts: In November, Court of Common Pleas in Kent and New Castle counties went live successfully. Superior Court in Kent and New Castle counties are tentatively targeted for implementation in October 2009.

ERP  Delaware ERP Project

The statewide ERP project is comprised of two components; the upgrade of the Human Capital Management modules (Human Resources, Benefits Administration, Payroll, Time and Labor) and a statewide implementation of PeopleSoft Financials which will replace and consolidate the current mainframe accounting systems. The Integrated User Acceptance Testing began on August 8, 2009. The project is on schedule with 'Go Live' scheduled for June 2010.

eGovernment  eGovernment

The Identity Access Management (IAM) team continues to improve on the recently launched IAM Self Registration web application. This is a self service application allowing users to create their own single sign on ID, manage their account including self password resets for lost/forgotten. expired passwords, and subscribe to IAM integrated self service applications. DelDOT's International Fuel Tax Administration (IFTA) application was an early IAM pilot that began as a delegated administration model. IFTA is now being converted to a self service integration; DelDOT's International Registration Program (IRP) application was the pilot project for the self service model. Also integrated with the IAM solution is the Violence Against Women Act (VAWA) application for DELJIS which tracks compliance with Protection From Abuse related court ordered follow-up treatments for use by the courts, victim advocacy groups, and treatment centers across the state.

Enterprise GIS  Enterprise GIS:

The Delaware Geographic Data Committee (DGDC) Technical Infrastructure sub-committee is currently testing the new Delaware Geospatial Data Exchange. Implementation of this application is expected in the Fall of 2009. This application will facilitate and improve the State's ability to share large data sets. In future phases, we plan to incorporate web services and data previewing capability.

Department of State logo  Integrated Corporate Information System (ICIS)

The new client/server system will replace the current mainframe Corporate Information System with additional functionality and ease of use for the customer. The vendor, Alliance, and the project team are on track with the project schedule. The project team is actively preparing for the annual Agent Conference to unveil the first demo of the application to the agents.

Server  LINUX Server Upgrades:

The project team is upgrading approximately 100 servers/systems to ORACLE Unbreakable LINUX version 5.0. This upgrade will ensure we have full vendor support for the servers. No changes will be made to the hardware infrastructure and this project addresses the operating system only. On successful completion of the upgrade, DTI will maintain support of all systems. A Patch Server has been constructed and placed into production for all systems. When patches and/or maintenance updates are deployed from the vendor, they will be quickly and safely applied to DTI managed servers. To date, all Red Hat 5.0 systems are upgraded to OUL 5.0. Currently, the technical team successfully tested and restored a system to satisfy disaster recovery requirements. Mainframe Modernization  Mainframe Modernization Process

Mainframe Modernization is made up of multiple related projects that are being executed to revitalize the Mainframe computing environment. The Mainframe systems, which are used by State Employees, run millions of transactions and batch jobs each week. The modernization efforts will allow the State to take advantage of the reliability and stability of the Mainframe Environment. It will also provide opportunity for reducing software cost through elimination of multiple versions of software packages, as well as hardware cost using Mainframe virtualization to consolidate servers. The software upgrades have already been completed at the Biggs Data Center and are currently under way in the Dover Data Center.

Pensions  Pensions Infrastructure/PeopleSoft Upgrade Process

The Office of Pensions is in the process of upgrading PeopleSoft applications and the infrastructure. Additionally, the agency will be enhancing some of their eApplications with Identity Access Management (IAM) configurations. This will allow for single sign-on for pensioners. The project team was tasked with installation and system configuration of the new hardware. The overall upgrade project is 90% complete. Currently, the 'Go-Live' is targeted for fall 2009.

Virtual Routing and Forwarding  Virtual Routing and Forwarding (VRF)

This is an Enterprise network security effort to segregate and place the organizations behind their own firewall. This effort is 80% complete and should be finalized by year's end..
